We review every entry when significant legislative developments occur. The last major update incorporated Directive (EU) 2026/470 (Omnibus I), which entered into force on 18 March 2026 and fundamentally changed CSRD scope, Wave 2 timelines, and CS3D transposition deadlines.
Two Omnibus packages rewrote half the calendar
Omnibus I (Sustainability) is formally adopted EU law. Directive (EU) 2026/470 raised CSRD thresholds to more than 1,000 employees AND more than €450 million turnover, removing approximately 80-90% of companies from mandatory scope. Listed SMEs were removed entirely. The CS3D phased rollout was abolished. New transposition deadline: 26 July 2028.
The Digital Omnibus on AI is still in trilogue. COM(2025) 836 proposes delaying AI Act high-risk system obligations (Annex III) to 2 December 2027 and Annex I obligations to 2 August 2028. Council and Parliament are aligned on these dates. Political agreement is expected on 28 April 2026. Formal adoption must happen before 2 August 2026 for the delay to take legal effect. The Commission, in a rare display of urgency, appears to be on schedule. Enjoy it while it lasts.
